Since the perception of time and reality is dependent on consciousness and intention it is possible to shape the realm through collective consciousness.
Consciousness occurs in cycles, similar to gradients or processing cycles. Every completion cycle great changes occur which allow for a reformation of various aspects of what can be called the “collective program” which is akin to an “update” process which results in a slightly different (or largely, depending on your perspective) realm which is geared to match the changes in consciousness to generate a realm that reflects that consciousness.
Consciousness can expand and organize more, but this doesn’t mean that some individual will not agree with more knowledge and will reject such advancements to the point of degrading into obscurity.
